Only Congress members are allowed to introduce new bills; however, anyone can come up with an idea and propose it to a Congress member of your state.

After this, the bill is being voted on in the House, referred to the Committee Action and Subcommittee Action, referred to a Senate, voted there, and then, if successful, sent to the President.
