Answer:

y= mx+b

Explanation:

at points (8,3), where 8 corresponds to x and 3 corresponds to y

3= 1/4(8)+b

b= 1

y= 1/4x+1

Use y=mx+c
Where m is the slope
-3=(1/4)(8)+c
c=-5
Thus 1/4x -5=y
