During this time, the US Congress passed several new laws in order to protect newly freed African American citizens. This is due to the election of Rutherford B Hayes. Thanks to a deal between Northern and Southern politicians, Southerners agreed that they would make Hayes president since no candidate won enough electoral college votes to win outright. In return, the Northern politicians agreed to remove federal troops from the South. This allowed for the development of Jim Crow laws and segregated facilities for white and black citizens.
