Khrushchev wanted to control all of Berlin because it was an island of capitalism in the sea of communist East Germany, and because, ideologically he believed that ALL of Germany should become Marxist.

The correct answer is the following.

Nikita Kruschev wanted the Western zones of Berlin under control of East Germany because he did not accept the creation of a West Germany state. Originally, after World War II, the Soviet Union had the Eastern part of Berlin. But Soviet Premier Nikita Kruschev ordered the blockade of all highways, to and from West Berlin in the night of August 12, 1961. Then he ordered the construction of a six-foot-high Berlin Wall.
