18.46 can be expressed as 923/50 (it does not matter that the fraction is top-heavy).

-5 can be expressed as -5/1 (-5 is already a whole number and anything divided by 1 is itself).

4/11 is already whole number fraction.

D looks like a neverending decimal which isn't recurring. Assuming this is the case, it is not possible to express it as a ratio of two integers. However neverending decimals really should be indicated by putting "..." at the end.
