General form of a line :
Ax + By + C = 0

The slope-intercept form:
y=mx+b

m - slope

b - y-intercept

We have

a slope
\to m=-(1)/(3) and y-intercept
\to b=(10)/(3).

Substitute:

y=-(1)/(3)x+(10)/(3) multiply both sides by 3

3y=-x+10 subtract 3y from both sides

0=-x-3y+10 change the signs

\boxed{x+3y-10=0}
