perpendicular means the slope is the negative reciprocal

1/3 becomes -3

point slope form

y-y1 = m(x-x1)

y-2 = -3(x-4)

change it to slope intercept form

distribute

y-2 = -3x +12

add 2 to each side

y=-3x+14
