If a man expected to be drafted why did he often sign up voluntarily first

That person probably didn't care where he would be placed so he signed up voluntarily do what he was suppose to do, or what ever somebody told him. He would've want to just help also.

Signing up voluntarily was generally better than being drafted, because:

1) Sign on bonus: Volunteers who sign up are usually given a "sign-on bonus", or a amount of cash for joining the military

2) Choice: Usually when one is drafted, they would end up in the Army. If you want choice, you generally would sign up to the area you have interest in.
