This term was developed in cognitive psychology by John Sweller and measures the amount of effort used in working memory. It is associated to the programming since the related tasks in this area depend directly on the working memory.

This is because each programmer cannot remember such complex codes in a program, so he or she must revisit it to be able to remember it, and thus be able to fix or modify it.

The fundamentals of cognitive load can then be applied to programming so that software is a process of continuous learning.
