\mathrm{Midpoint\:of\:}\left(x_1,\:y_1\right),\:\left(x_2,\:y_2\right):\quad \left((x_2+x_1)/(2),\:\:(y_2+y_1)/(2)\right)


\left(x_1,\:y_1\right)=\left(-1,\:9\right),\:\left(x_2,\:y_2\right)=\left(3,\:8\right)


=\left((3-1)/(2),\:(8+9)/(2)\right)


=\left(1,\:(17)/(2)\right)

17/2 can be written as decimal 8.5.
