Based on its role, as outlined in the United States Constitution, the function most commonly carried out by the House of Representatives is to formulate legislation, to make and pass federal laws.

The House of Representatives is part of the federal government's legislative branch, as well as one of Congress's two chambers. Representatives (also known as Congressmen or Congresswoman) introduce bills or resolutions, they represent the popular will which is the reason why the House of Representatives' s members are directly elected by the people.

The House of Representatives shares equal responsibility for lawmaking with the United States Senate, and it is organized by a committee system in which members are divided into specific groups for addressing different matters, such as holding hearings, preparing bills for the consideration of the entire House, and supervising the House procedures on the different matters. They may, also, propose legislation that has not been formally introduced as a bill or resolution.
