As for the boy who hurt himself, that's his own fault for not paying attention because he could have easily avoided that. The teacher needs to mind her own dang business and go to get her coffe and salad or whatever, and let the boys keep playing. The only reason the two boys who were playing should get in trouble (and even this is still should me a mild punishment) is if they were late to class while doing this * doing this and because of it, being late* but even if THAT was the case, it still should not be a big punishment.
