FEMA is an agency of the American government created through an executive order on April 1, 1979.
Its main function is to coordinate the federal response to disasters occurring in the United States that overcomes the resources of local authorities.
In the case of Hurricane Andrew, which affected Dade County in Florida on August 24, 1992, the main complaints regarding FEMA are:
- FEMA did not formalize in time the actions of the armed forces in helping the victims, causing at least a 72 hour delay;
- Failure to manage the receipt, storage, transportation and distribution of donations that had come from several regions in the country three days after the disaster.
