I think poverty was worse then because the world was still in development. There weren't as many jobs then, and they were still figuring out how to build. Most water wasn't clean, and most citizens could not afford the prices they wanted for valuables. They didn't have Wal-Mart or Save-A-Lot, so everything costed a lot without a bargain.

they had a lot less resources we have now like homeless shelter, soup kicthen, etc, hope this helps
