Fluoride ranges from 0.2 to 1.8. I'd use a scale from 0 to 2 with an interval of 0.2, since that seems to be the resolution of the data. That puts 10 intervals in the range, which is about the right amount. (You generally want between 5 and 20.)

Water ranges from 0.5 to 2.5, so I might use a scale from 0 to 3 with major intervals marked at 0.5 and minor intervals at 0.1. You'd like to have all data points be on grid lines, but with one at 0.8 and several at multiples of 0.5, some compromise is needed.
