Answer:

The Annapolis Convention (Septiembre 11-14, 1786) brought together 12 delegates from different states (New Jersey, New York, Pennsylvania, Delaware, and Virginia) who wanted a constitutional convention to review the existing constitution and write a new one.

At the moment, there was no participation and representation of all States to do substantive work. A report was made that was subsequently sent to Congress and to the different States. In this report it was proposed to meet again in the following month of May in Philadelphia. The idea was that more states could send their representatives and that these delegates had authorization to address different issues.

The result of the report was the Philadelphia Convention of 1787.
