To the nearest 10,000 and the population of Vermont was estimated to be about 620,000 and 2008. What might have been the exact population of Vermont in 2008?

The answer can be 621,359 because it’s rounded to the nearest ten thousand and one would be the correct digit in the thousands place because if you picked higher than four you would get three or more. And six stays the same. The rest are optional to choose.
