What two things must a measurement include?

The first one is a number but what is the second one?

a UNIT ! If I tell you I have a piece of rope that's 17 long, you still have no idea of how far it can reach until I tell you the UNIT. There's a big difference between ropes that are 17 inches, 17 meters, and 17 miles long.
