a percentage will imply a fraction over the whole of 100, so to change any percentage format to a fraction, simply divide it by 100.

\bf 51.6\%\implies \cfrac{51.6}{100}\implies \cfrac{~~(516)/(10)~~}{(100)/(1)}\implies \cfrac{516}{10}\cdot \cfrac{1}{100}\implies \cfrac{516}{1000}\implies \stackrel{simplified}{\cfrac{129}{250}}

You would multiply it by 100
Then turn that decimal into x/100
Then simplify
