If the rules are written out BY the agency themselves, I would believe this is an administrative law.

Administrative law is "the body of law that regulates the operation and procedures of government agencies" (Google). This would apply to the theoretical agency. They are writing their body of law that would give them the power to operate accordingly and, as the question says, "carry out its duties."
