length of frame = 10 3/10 = 103/10 = 10.3 inches

width of frame = 5 2/3 = 17/3 =5.67 inches

to find the wood needed for frame we find the perimeter

P=2(l+b)=2(10.3+5.67) =31.94

Answer: 31.94 inches of wood is needed to frame the picture.
