is rather simple since the circumference of a circle is C = πd, d = diameter.

since the diameter is 23, then C = 23π.

check the picture below, so we really have a 10x19 rectangle and a semi-circle with a radius of 5.

now, from the rectangle we don't use the inner 10 side, since it's inside and is not a border or perimeter, so the perimeter of the rectangle is just 19+10+19, and the perimeter of the semi-circle is C = πr, r = 5 thus C = 5π.

so summing up those two perimeters we get 19+10+19 + 5π.
