Given :
(1)/(4)x-3=(1)/(2)x+8

We get,


(1)/(4)x-3=y ..........(1)


(1)/(2)x+8=y .....(2)

Multiply equation (1) by 4 , we get,


x-12=4y

or
4y-x= -12

Now, multiply equation (2) by 2 , we get,


x+16=2y

or
2y-x= 16

Hence, option B is correct.
