Voters commonly condemn politicians for being insincere, but politicians often must disguise their true feelings when they make public statements. if they expressed their honest views—about, say, their party's policies—then achieving politically necessary compromises would be much more difficult. clearly, the very insincerity that people decry shows that our government is functioning well.

In my opinion a system in which a politician or elected official acts against the interests of the electorate (or fails to deliver on campaign promises) would be a system which is antithetical to a republic which is supposed to be a system that represents the will of the people as such the scenario described here would be an example of our government failing to operate as it is supposed to. (I assume this question refers to the United States)
