The average rate of change is computed from

... (change in function value)/(change in x)

... = (f(3) - f(-1))/(3 - (-1))

... = (13 - 5)/(4) = 8/4 = 2

The average rate of change between the given points is 2.

_____

The attached graph shows a line with slope 2 passing through the two points.
