Have you heard of the Triangle Inequality Theorem? It needs to be applied to solve this problem. The theorem states that two sides of a triangle added up is greater than the first side. Unfortunately, this does not make a triangle because if you add 8 and 9, you get 17, which is the length of the other side. The sum of the two sides must exceed 17, not be equal to.

No they can't form a triangle due to the triangle inequality. The sum of two sides of a triangle must be greater than the third side and we see here that 8+9 (the sum of two sides) is not greater than 17 (the third side). Therefore it can't be a triangle.
