Soap and hand sanitizer have the same use. To clean your hands and kill germs. Soap, however, cleans your hands, gets rid of the germs, and removes any of the residue left on them. Hand sanitizer cleans your hands but leaves some of the substance.

If you need to clean your hands under 30 seconds, then hand sanitizer is the job. It's also helpful if there is no soap available. If you're leaving a bathroom, then washing your hands is more effective. I believe they both come on handy in different situations.
