C. Use the mean of the student heights from each class.
The mean is the average. To best compare and organize the homeroom classes, the photographer should find the average height of the students from each class.

Hello there!
She should use the mean height because in each class, all the students would be around the same height, and it would be wiser to use the average student height so that it won't be too tall or too short.
