The rule to use is
(a/b)^c = (a^c)/(b^c)
Basically you raise both top and bottom (numerator and denominator) to the same exponent.
In this case,
a = 7
b = 4
c = 11
So,
(a/b)^c = (a^c)/(b^c)
(7/4)^11 =
(7^11)/(4^11)
The answer is choice D
