This is because both brakes and tires depends on friction to operate.
Friction is created when two surfaces rub together; for example when a vehicle tires moves over the road surface. Friction can create heat and smoke can often be seen coming from the tires of a racing cars. To stop a car, the brakes have to get rid of kinetic energy. They do so by using force of friction to convert the kinetic energy into heat.
