First, a bill enters the Congress via a Representative or Senator, and it is assigned to a Committee for its review. Then, the bill goes to the chamber to be voted. If one body approves the bill, it goes to the other to vote. Both, the House of Representatives and the Senate discuss and negotiate for a final decision. Once an agreement is reached, the Congress signs the bill into law and it is sent to the President of the U.S. for its approval.
