Perestroika and social policy. Mikhail Sergeyevich Gorbachev, the last leader of the Union of Soviet Socialist Republics, came to power in 1985 with a vision of reform. His set up for the long run was led by 2 ideas: economic policy and social policy. Gorbachev's reforms did a lot to hasten the autumn of the Union of Soviet Socialist Republics than they did to avoid wasting it.
