7 is added to twice a number and this sum is multiplied by 6 :
6(2x + 7)
the number is multiplied by -7 and 4 is added to the product:
-7x + 4

the result is the same:
 6(2x + 7) = -7x + 4
12x + 42 = -7x + 4
19x = -38
x = -2

Answer
The number is -2
