c = 7 - a hypotenusea = 3 - a legb = ? - a leg
Use the Pythagorean theorem:

a^2+b^2=c^2
Substitute:

3^2+b^2=7^2\\\\9+b^2=49\ \ \ |-9\\\\b^2=40\to b=√(40)\\\\b=√(4\cdot10)\\\\b=2√(10)
