It was primarily because of the Venezuelan crisis of 1902-03. The USA saw it fit to enforce European legitimate claims instead of these powers intervening directly. The policy was in line with his other foreign policy of big stick policy. The Monroe doctrine, which he had claimed to be following had sought to avoid intervention. The policy was renounced by his distant cousin Roosevelt FD. in his policy of good neighborhood.
