I believe the answer is: The Legislative Reorganization Act of 1946

The Legislative Reorganization Act of 1946 was made as a response from the impact that western nations felt following the world war II and the Great Depression. The purpose of this act is to ensure that every bill that passed should at least fulfill the criteria of the available budget and controlled domestic impact.
