we know that
the equation of a line is
y-y1=m*(x-x1)

we have
y=5.8x-9-----> the slope m=5.8
if the lines are parallel
then
the slopes are the same
point (8,1)
y-y1=m*(x-x1)----> y-1=5.8*(x-8)

the answer is
y-1=5.8*(x-8)
