What is the significance of the item veto to the legislative process at the state level?

Item veto is a special form of a veto where the highest executive officer, which is the governor in states, can veto only certain provisions of a bill without vetoing the entire legislative package that is introduced. This can be overturned in the same manner as a regular veto, but the remained of the package is accepted while only a single piece is vetoed.
