To find solutions you have to simplify disjunctives first.

</p><p>-9x+5\leq17\Longrightarrow x\leq-(4)/(3) \\</p><p>13x+25\leq-1\Longrightarrow x\leq-2 \\</p><p>

Now write the simplified disjunctives as intervals

</p><p>x\in\Big(-\infty,-(4)/(3)\Big] \\</p><p>x\in(-\infty,-2]</p><p>

Since the solution is a disjunction
x\leq-(4)/(3)\vee x\leq-2 we can rewrite as union of intervals and simplify the union to get solution.

</p><p>\Big(-\infty,-(4)/(3)\Big]\cup(-\infty,-2]\Longrightarrow\boxed{(-\infty,-2]}</p><p>

The answer is B.

Hope this helps.
