For a better understanding of the answers, first we must understand the definition of a series circuit and a parallel circuit. In the attached image we can see both sketches of each circuit.

A circuit connected in series will share the same current for all the elements (bulbs or resistances).

A circuit connected in parallel will share its voltage from the source of voltage through the nodes to each of the charges connected between the nodes.

In question 3, we can check and realize that circuit C is connected in parallel and circuit D is connected in series.

In question 3 both circuits D and E are in series, the two bulbs are sharing the same current, therefore both circuits are equals.

In question 3 both circuits C and F are in parallel, the two bulbs are sharing the same voltage, therefore both circuits are equals.

In question 4, for circuit C when the switch is off, there won't be current available for each of the bulbs because the switch is near to the voltage source.

In Question 4, for circuit D when the Switch is off, there will be no current, the elements will be off.

In Question 4, for circuit E when the Switch is off, there will be no current, the elements will be off.
