Constantly fighting wars is risky because you can lose your territory in the process. It also is very expensive to wage war because you need to pay the soldiers, for the weapons, and need to be willing to sacrifice hundreds if not thousands of lives to win. The King doesn't pay for this too, but the common people who pay the taxes. So basically the king makes Britain poor for his own reasons.
