I believe the "she" being referred to is Aphrodite. She finally consents to the marriage of Cupid and Psyche after Psyche faces many tasks in order to prove her love for Cupid. The other gods and goddesses become angry with her for putting Psyche through so many tasks (including a journey to the underworld) and Hermes (god of messengers) delivers a message to Eros. Eros then goes to save her from her servitude to Aphrodite. Some myths will say that Aphrodite was forced to allow the marriage and others say that she was relieved that Psyche was no longer distracting the men on earth from loving her (Aphrodite).
