Fence sitters are the colonial settlers who were undecided to support the Americans and become patriots or be loyal to the crown and become loyalists.

Step-by-step explanation:

Historians concluded that about twenty percent of the colonial settlers became loyalists and a small group remained to be the patriots who desired for the American independence. But majority of the population believed to be the people who were undecided about whom to support and to gain popular support was the key factor to decide whether American independence.

Finally patriots were successful in gaining the support. Loyalists at last fled to Britain and Canada and mostly they were wealthy people who were labeled to be traitors in Britain.
