y-3=-4(x+2)

y=-4x-8+3

y=-4x-5

y-y1=m(x-x1)

y-7=m(x-(-5))

y-7=m(x+5)

perpendicular means negative reciprocal of the slope,

so the slope will be 1/4

y-7=1/4(x+5)
