Explanation:

The dilation with a center of dilation at (0,0) and scale factor of
(1)/(4) has the rule


(x,y)\rightarrow \left(4x,4y\right)

Quadrilateral ABCD has vertices at points A(-4,1), B(4,-3), C(2,3) and (-1,4).

Therefore, the image vertices are


  • A(-4,1)\rightarrow A'(-16,4);

  • B(4,-3)\rightarrow B'(16,-12);

  • C(2,3)\rightarrow C'(8,12);
