y= -1/4x -6

Explanation:

Slope of a perpendicular line is just the negative reciprocal ( 3/4 becomes -4/3 or 2/5 becomes -5/2)

In this case the slope is 4 or 4/1 so it becomes -1/4

so plug in the new slope -1/4 and the x and y values of (-4, -6) into the equation y = mx + b and solve for b

-6= -1/4 (-4) + b

-6= 1 + b

-6 = b

final answer is y= -1/4x -6
