Answer: France decided for very harsh policy toward Germany and Germany. Germans felt humiliated and craved revenge

Explanation: since 1870/71 France was afraid of Germany and especially French Right (Barres, Maurras etc) desired divided Germany. Divided Germany (as before 1870) felt more secure

Not all of the presents in the treaty agreed in the decision taken about Germany and the punishments overall. Thus, the pay Germany had to pay brought a sense of anger and an increase of nationalism - later Nazism - and hate for those who belittled them. The displeasure in France and US caused distances between some allies, but brought together other few.
