What is the equation of the line that passes through the

I am not sure because if you use point slope equation it should be equaled To y=8 because:
Y-8=0(x+4)
Y-8=0
Y=8
I am not sure tho

y= 0(x)+8

Explanation:

y=mx+b

8 = 0(-4)+b

b=8
