By doing so;

In the first case; If he grades 25 homework in 20 minutes, then in 1 minute, he will grade:
(25* 1)/(20) = 1.25 homework

In the second case; if he grades 36 homework in 30 minutes, then in 1 minute, he will grade
(36* 1)/(30) = 1.2 homework.
