the smaller number of offspring produced often receive a greater amount of parental care
and thus have a greater survival rate.

The answer is b.
Internal fertilization takes more time and energy but it allows for the offspring to revive more devoted care. When an organism spends that much time and energy investing in an offspring it becomes worth the investment to devote more care towards it.
